مرکز منطقه ای اطلاع رسانی علوم و فناوری راهبرد توسعه 1735-2460 19 74 2024 1 4 A reflection on the mechanisms of government supervision on the cooperative sector (from departmental coherence to transparency and accountability) تأملی بر ساز و کارهای نظارت دولت بر بخش تعاون (از انسجام بخشی تا شفافیت و پاسخگویی) 32 59 fa عاطفه جوادی رجه محمد عباسی اتویی حسین فروغی نیا تهران سعیده جوادی رجه دانشگاه آزاد واحد قائمشهر 2023 2 7 the islamic republic of iran 's economic system according to the constitution and the policies of the implementation of the article 44 , the development of cooperatives is considered as one of the most important tools for realization of public economy . despite the recognition of the cooperative sector as an independent part as the third side of the triangle of iran 's economy , the possibility of the extent and quality of supervision has always been ambiguous . this research , using descriptive - analytical method , seeks to answer these questions : what are the mechanisms and mechanisms of government supervision on cooperative sector ? and does the actions of government governance in the sector of cooperation affect the independence of this sector of the country 's economy ? according to the findings of the present study , " " the mechanisms of government supervision , sectoral cohesion and regulation of laws and regulations , transparent policies and institutional governance as well as monitoring the process of establishment , purification , dissolution and … about these companies . also due to the specific nature of the cooperation sector , its full compliance with the supervision of the government is complex . therefore , the government should merely use governance tools , such as compliance and non - cooperative sector deviation from the rules , play its supervisory duties against the cooperative sector and avoid direct entry into the executive affairs of the cooperative sector . درنظام اقتصادي جمهوری اسلامی ایران بر طبق قانون اساسي و سیاست های ابلاغی اجرای اصل 44،توسعه تعاونی‌ها به‌عنوان يکي از اصلي ترين ابزارهاي تحقق اقتصاد مردمی، مدنظر قرارگرفته شده است.به‌رغم به رسمیت شناخته شدن بخش تعاون به عنوان بخشی مستقل به عنوان ضلع سوم مثلث اقتصاد ایران، امکان سنجی گستره و چگونگی نظارت دولت همواره با ابهام روبرو بوده است. این پژوهش با بهره‌گیری از روش توصیفی-تحلیلی درصدد پاسخگویی به این پرسش‌ها است که ابزارها و سازوکارهاي نظارت دولت بر بخش تعاون چيست؟ و آيا اعمال نظارت حاکميتي دولت در بخش تعاون، استقلال اين بخش از اقتصاد کشور را تحت شعاع قرار می‌دهد؟ براساس یافته‌های پژوهش حاضر، که « ازجمله سازوکارهاي نظارت دولت، انسجام بخشی و تدوين قوانين و مقررات، سياست گذاري های شفاف و نظارت نهادي و همچنين نظارت بر روند تأسیس، تصفيه، انحلال و ...درمورد اين شرکت ها می‌باشد .همچنین با توجه به ماهيت خاص بخش تعاون انطباق پذيري کامل آن با نظارت دولت پیچیده به نظر می رسد.لذا به نظر دولت صرفاً باید تنها بااستفاده از ابزارهای حاکمیتی نظارت ، نظیر انطباق و عدم انحراف بخش تعاون از قوانین،وظایف نظارتی اش را در قبال بخش تعاون ایفا کند و تاحد ممکن ازورود مسقیم به مسائل اجرایی وتصدی بخش تعاون بپرهیزد . http://rahbord-mag.ir/fa/Article/Download/45373
