In a post-Cold War world, Europeans have been seeking a multipolar international order with increasing power and balanced strengthening of the role played by influential countries within the international system while supporting the liberal hegemony bestowed on the Americans. The United States believed in a hegemonic order through unipolar order based on multilateralism. The main question of this article is what are the common challenges facing the US and EU policies with regard to security and defense structure in Europe as well as regional issues? What is their approach in dealing with those issues? After discussing the theoretical framework of the topic, the paper would focus on challenges facing the U.S. and the E.U. defines and security policies from a hegemonic liberalism perspective and rejection of U.S. unilateral hegemony. سیاست دفاعی و امنیتی اروپایی یکی از چالش‌های پیمان ناتو و رهبری امریکا است. اروپا پس از جنگ سرد سعی کرد وابستگی به آمریکا و سازمان ناتو را کاهش دهد و از نفوذ امریکا در ترتیبات امنیتی قاره کهن جلوگیری کند. در ساختار بین‌المللی بعد از جنگ سرد، اروپایی‌ها خواهان نظامی چندقطبی و تلاش برای تکثیر قدرت و تقویت نقش متوازن کشورهای مؤثر در نظام بین‌الملل هستند و از نقش هژمون لیبرال از سوی امریکا حمایت می‌کنند. امریکا معتقد به نظام تک‌قطبی مبتنی‌بر یکجانبه‌گرایی به‌منظور استقرار نظم هژمونیک است. پرسش اصلی مقاله این است که نقاط مشترک و چالش‌های موجود در سیاست‌های امریکا و اتحادیه اروپا درخصوص ساختار امنیتی دفاعی اروپا و موضوعات منطقه‌ای چیست و هر کدام چه رویکردی را مد نظر دارند؟ این مقاله ضمن پرداختن به بعد نظری بحث ، چالش‌های اتحادیه اروپا و امریکا در زمینه سیاست‌های دفاعی ـ امنیتی را از منظر هژمونی لیبرال و موازنه‌گرا و رد هژمونی یکجانبه‌گرای امریکا مورد بررسی قرار می‌دهد. http://iojournal.csr.ir/en/Article/Download/37759
