Also, in modern times, they are considered helpers of governments in solving social issues. In Iranian law, initiatives such as the establishment of “Development and Civil of Counties Cooperatives” have been proposed to utilize the capacity of these institutions. Nevertheless, in practice, these cooperatives have faced challenges that have led to their failure. Therefore, the present study, which is based on a qualitative approach, aims to achieve the proposed strategies to use these cooperatives’ existing capacities and opportunities to meet the challenges facing them. In this regard, in the present descriptive-analytical research, in addition to written and online sources and documents, the text of the conservations with 30 of this field’s experts, beneficiaries, and involved people has also been analyzed through “content analysis.” According to the results of this study, the mentioned cooperatives have the capacities and opportunities, such as “facilitative legal capacities and opportunities,” the possibility of “achieving public benefit within the framework of economic capacities and opportunities,” and the potential of “flourishing local and indigenous capacities of cities.” On the other hand, they face challenges such as “cumbersome legal procedures and their non-implementation,” “undesirable interaction and improper support of government structures for cooperatives,” “difficulty in financing activities,” and “Institutionalizing distrust of cooperatives.” Finally, based on the research findings, the following strategies have been proposed for the success of “Development and Civil of Counties Cooperatives”: “clarification of laws,” “using resilient management,” “networking,” and “social entrepreneurship based on the comprehending and use of local capacities,” “structural trust,” and “effective advertising and education” strategies. تشکل‌های تعاونی به‌مثابة نهادهایی کهن که متکی بر سرمایۀ اجتماعی هستند، در دوران مدرن نیز از یاریگران دولت‌ها در حل مسائل اجتماعی تلقی می‌شوند. در قوانین ایران نیز با هدف بهره‌گیری از ظرفیت این نهادها، ابتکاراتی چون تأسیس تعاونی‌های توسعه و عمران شهرستانی مطرح شده است. اما این تعاونی‌ها در عمل با چالش‌هایی مواجه بوده‌اند که موجب عدم‌توفیق آن‌ها شده است. از همین رو، پژوهش حاضر مبتنی بر یک رویکرد کیفی و با هدف دست‌یابی به راهبردهایی پیشنهادی در جهت استفاده از ظرفیت‌ها و فرصت‌های موجود برای تعاونی‌های مذکور به‌منظور مقابله با چالش‌های پیش روی آن‌ها انجام شده است. در این راستا در پژوهش توصیفی-تحلیلی حاضر علاوه بر منابع و اسناد مکتوب و اینترنتی، متن گفت‌وگو با ۳۰ نفر از صاحب‌نظران، ذی‌نفعان و ذی‌مدخلان این حوزه نیز به شیوة «تحلیل مضمون» تحلیل شده است. بر اساس نتایج این پژوهش، تعاونی‌های مذکور از «ظرفیت‌ها و فرصت‌های قانونی تسهیل‌گر»، امکان «نیل به انتفاع عمومی در چهارچوب ظرفیت‌ها و فرصت‌های اقتصادی» و پتانسیل «شکوفایی ظرفیت‌های بومی و محلی شهرستان‌ها» برخوردارند و در برابر خود، چالش‌هایی همچون «رویه‌های قانونی دست‌‌وپا‌گیر و عدم‌ضمانت اجرایی آن‌ها»، «تعامل نامطلوب و ‌حمایت‌نکردن بایستة ساختارهای دولتی از تعاونی‌ها»، «دشواری‌ در تأمین مالی فعالیت‌ها» و «نهادینه‌شدن بی‌اعتمادی به تعاونی‌ها» را دارند. در نهایت، بر اساس یافته‌های پژوهش، این راهبردها برای موفقیت تعاونی‌های توسعه و عمران شهرستانی پیشنهاد شده است: «تدقیق قوانین»؛ «اعتمادسازی ساختاری»؛ «تبلیغات کارآمد و آموزش»؛ «توسل به مدیریت تاب‌آور»؛ «شبکه‌سازی»؛ و «کارآفرینی اجتماعی مبتنی بر احصاء و استفاده از ظرفیت‌های محلی». http://rahbord-mag.ir/ar/Article/Download/42103
