These projects have had different results due to the fact that they are based on the models and experiences of other countries and have been prepared at a high cost, but for various reasons have not been able to achieve their goals. The purpose of this article is to analyze the current situation of the new city of Hashtgerd and to implement it by predicting a comprehensive plan to achieve or not achieve its goals. The research method in this research is based on the applied purpose and based on the descriptive-analytical nature. Its implementation is done by anticipating the objectives of the master plan. To identify the strengths, weaknesses, opportunities and threats of Hashtgerd new city, library resources and documents and opinions of experts and city officials have been used. Thus, each of the four SWOT factors is identified, analyzed, and in the next step, the SWOT matrix is ​​formed. According to the analysis, despite the number of cities in the Tehran region, there are only 5 new cities. This indicates that the new city of Hashtgerd has not been successful in attracting the population of the mother city of Tehran; Because the rapid growth of unplanned cities is more than new cities. طرح جامع شهری، باهدف مشخص کردن جهت‌های توسعه و تدوین برنامه برای شهر و همچنین تأمین نیازمندی‌های آن بر مبنای پیش‌بینی‌ها و اهداف توسعه شهری تهیه می‌شود. این طرح‌ها با توجه به اینکه برگرفته از الگوها و تجربیات سایر کشورها می‌باشند و با هزینه‌های زیادی تهیه گردیده‌اند دارای نتایج متفاوتی بوده‌اند اما به دلایل متعدد نتوانسته‌اند به اهداف خود برسند. هدف از این مقاله تحليل وضعيت موجود شهر جديد هشتگرد و تطبيق آن با پیش‌بینی طرح جامع در جهت تحقق و يا عدم تحقق اهداف آن است. روش پژوهش در این تحقیق بر اساس هدف کاربردی و بر اساس ماهیت توصیفی –تحلیلی است در اين پژوهش به تحلیل (نقاط قوت و ضعف) شهر و محیط بیرونی (فرصت‌ها و تهدیدهای تأثیرگذار از بیرون) و بررسي ميزان تحقق‌پذیری وضعيت موجود شهر جديد هشتگرد و تطبيق آن با پیش‌بینی اهداف طرح جامع پرداخته می‌شود. برای شناسایی نقاط قوت، ضعف، فرصت‌ها و تهدیدات شهر جدید هشتگرد از منابع و اسناد کتابخانه‌ای و نظرات کارشناسان و مسئولان شهر استفاده‌شده است. بدین ترتیب که هرکدام از عوامل چهارگانه‌ی SWOT پس از شناسایی، تحلیل‌شده و در مرحله‌ی بعدی، ماتریس SWOT تشکیل می‌شود. با توجه به تحلیل به‌عمل‌آمده باوجود تعداد شهرهای موجود در منطقه‌ی تهران، تنها 5 شهر جدید وجود دارد. این امر، نشان‌دهنده‌ی این است که شهر جدید هشتگرد در جهت جذب جمعیت مادرشهر تهران موفق نبوده است؛ زیرا رشد سریع شهرهای بدون برنامه‌ریزی در مقایسه با شهرهای جدید بیش‌تر می‌باشد. http://geo2.ir/ar/Article/Download/34442
