The development of information and communication technology in a rural community needs accurate planning can facilitate rural development. In our country size of the country,s population and 40 percent of the rural population, especially in rural economic development role in national development and village lack access to facilities and urban services, which are necessary for the effective and appropriate strategies for the development and use of rural conditions of our ICT services. The main purpose of this study was to investigate the difficulties and challenges of the current status of ICTin rural area of the country. The Delphi technique has been used for this purpose. The study group consisted of 30 members expert in agricultural development, rural planning, information technology and is well aware of rural ICT. Based on results, the general problems of rural ICT development in the country are five categories, there are problems of infrastructure, education, support, social and cultural policies and planning. With regard ti the most difficult problems in the development of ICT infrastructure and rural education in the country , Therefore, policymakers and rural development is expected to overcome the problems of rural ICT infrastructure in the country to tale the necessary steps. The villagers are familiar with computers and internet courses will be held in the villages.  فناوری اطلاعات و ارتباطات امروزه به عنوان یکی از محوری‌ترین ابزار مدیریت و اداره کشورهای جهان درآمده است. توسعه این فناوری‌های اطلاعاتی و ارتباطی در صورت داشتن برنامه‌ریزی دقیق و صحیح متناسب با با نیازهای جامعه روستایی می‌تواند مسیر توسعه روستایی را تسهیل نماید. در کشور ما با توجه به حجم 40 درصدی جمعیت روستایی از جمعیت کل کشور و نقشی که توسعه روستایی به ویژه به لحاظ اقتصادی در توسعه ملی دارد و عدم دسترسی روستاییان به امکانات و خدمات شهری، لازم است به دنبال راهکارهایی برای توسعه و استفاده موثر و متناسب با شرایط موجود روستاها، از خدمات ICT باشیم. هدف اصلی از این مطالعه بررسی مشکلات و چالش‌های وضعیت موجود ICT روستایی در کشور می‌باشد. برای این کار از تکنیک دلفای استفاده شده است. گروه متخصص در این تحقیق 30 نفر از اعضای هیئت علمی رشته توسعه کشاورزی، برنامه‌ریزی روستایی، فناوری اطلاعات و همچنین مطلعان ICT روستایی می‌باشد. بر اساس نتایج حاصل، به ترتیب پنج مشکل کلی بر سر راه توسعه ICT روستایی در کشور وجود دارد که عبارتند از مشکلات زیربنایی، آموزشی، حمایتی، سیاست‌ها و برنامه‌ریزی و فرهنگی و اجتماعی. با توجه به اینکه مشکلات زیربنایی و آموزشی از مهم‌ترین مشکلات در زمینه توسعه ICT روستایی در کشور می‌باشد. لذا از سیاستگذاران و برنامه‌ریزان توسعه روستایی انتظار می‌رود که در جهت برطرف کردن مشکلات زیربنایی ICT روستایی در کشور اقدامات لازم را به عمل آورند. همچنین برای روستاییان دوره‌های آشنایی با کامپیوتر و اینترنت در روستاها برگزار گردد. http://jour.aicti.ir/ar/Article/Download/1348
